The symbol is the identifier of the Scout Movement Scout Movement organization that is fixed. This symbol was created by Soenardjo Atmodipuro, an employee of the Department of Agriculture were also scout leaders.
This symbol is used the first time since the date of August 14, 1961, when the President of the Republic of Indonesia Ir. Flag confers Sukarno of Indonesia National Scout Movement Education for Scouts organization through Presidential Decree No. 448 of the Republic of Indonesia in 1961.

1. Coconut juice in a state of growth is called the origin. This implies Scouting is essential for the survival of the nation (the nation's next shoot).
2. Durable coconut juice. This implies, Scout is a physically and spiritually strong and resilient.
3. Palm can be grown in different soil types. This implies, Scouts are able to adapt to any conditions
4. Palm trees grow tall. This means, each Scout has high ideals.
5. Palm roots strong. Means, Scouts holding on strong foundations.
6. Versatile palm tree. This implies, Scouts useful for homeland, nation and religion.
7. The symbol represents the traditional weapon Javanese keris Central
8. Coat ten blazing fire symbolizes Dasadarma.
9. Rice and cotton symbolizes fertility field of food and clothing
10. Area represents the area code city area
11. The districts symbolize city branch
12. Stars symbolize the five precepts of Pancasila
